I finally found it after hours of searching. What makes it difficult to find since the area becomes colored when you explore the area of Ramkahen Legion Outpost and the Obelisk of the Stars, which made it look as if you already explored the area.
Tahret Grounds is located east of Ramkahen, north of Ramkahen Legion Outpost.
